Yemen's negotiation on extending the ceasefire agreement is in a dilemma

2022-06-02

The two-month ceasefire agreement reached by the two parties to the conflict in Yemen is about to expire on the 2nd. Although many parties expect to extend the ceasefire, the relevant dialogue between the parties to the conflict is in trouble. The ceasefire agreement took effect on the evening of April 2 local time. According to Agence France Presse, although the conflicting parties identified each other as violating the ceasefire agreement during the ceasefire, the violence decreased significantly. More than 30 relief agencies operating in Yemen issued a joint statement saying that the ceasefire agreement has brought "positive humanitarian impact". For example, the reopening of commercial flights at the capital Sana'a International Airport has enabled hundreds of patients who urgently need to go abroad for medical treatment. A Yemeni Airlines flight took off from Sana'a on the 1st and flew to Cairo, the capital of Egypt. The office of the United Nations Special Envoy for Yemen said the flight carried 77 people. This is the first commercial flight between Sana'a and Cairo in the past six years and the seventh commercial flight from Sana'a after the ceasefire agreement took effect. The previous six flights were all destined for Amman, the capital of Jordan. Affected by the war, Sana'a International Airport grounded commercial flights in August 2016. According to the data provided by the Norwegian refugee affairs commission, Sana'a International Airport received an average of 6000 passengers in the pre war days, and the suspension of commercial flights prevented tens of thousands of patients from going abroad to see doctors. The ceasefire agreement also allowed fuel ships to enter hodeida, the port of the Red Sea, which helped alleviate fuel shortages in Sana'a and other areas. The United Nations is pushing the parties to the conflict in Yemen to extend the ceasefire agreement. However, Linda Thomas Greenfield, the permanent representative of the United States to the United Nations, disclosed on May 31 that although the dialogue on whether to extend the ceasefire has not ended, "it seems to be in trouble". According to Agence France Presse, the ceasefire agreement requires Yemeni Hussein forces to relax the siege of Taiz City, but it has not been implemented. Taiz city is the capital of Taiz Province in the southwest and the third largest city in Yemen. It is controlled by the Yemeni government army. However, since 2015, the connection between most areas of the city and other territories controlled by the government army has been cut off, and materials can only enter through a mountain road. On May 31, Rashad Mohamed alimi, chairman of the Yemeni Presidential Commission, spoke to Antonio Guterres, Secretary General of the United Nations, to discuss the implementation of the ceasefire agreement. He asked Guterres to put further pressure on Hussein's armed forces to abide by the ceasefire agreement, including opening the road to the city of Taiz. In september2014, Hussein armed forces seized Sana'a, and then occupied Southern Yemen. In march2015, Saudi Arabia led the establishment of a multinational coalition force to intervene in the situation in Yemen and launch a military strike against the Hussein armed forces. UN data show that the war in Yemen has led to more than 150000 deaths and millions of civilians displaced. (Xinhua News Agency)
