As one of the most influential operas in Northwest China, Bangzi opera has a long history in Shaanxi Province. At present, there are 173 Shaanxi opera performing groups and 426 Shaanxi opera talents in Shaanxi Province. The regulations of Shaanxi Province on the protection, inheritance and development of Qin opera art was adopted and promulgated at the 29th meeting of the Standing Committee of the 13th people's Congress of Shaanxi Province on November 26, 2021, and will enter into force as of January 1, 2022. Shaanxi Province has become the first province in China to formulate local regulations on opera at the provincial level. Du Jingen introduced that the regulations closely follow the reality of the inheritance and development of Shaanxi opera art, pay attention to the pertinence and effectiveness of legislation, reflect new responsibilities in protection and inheritance, and show new achievements in innovation and development, and provide strong value guidance, cultural cohesion and spiritual driving force for the high-quality development of Shaanxi with the new atmosphere and brilliance of Shaanxi opera art. In addition, the regulations clarify the principles to be followed in the protection, inheritance and development of Qin opera art, clarify the object of Qin opera art protection and inheritance, and make comprehensive and systematic provisions on promoting the protection, inheritance and development of Qin opera art from the aspects of organization and leadership, strengthening planning, Department functions, Academy and league construction, which is scientific and operable. Du Jingen said.
