The members suggested that we should comply with the change of rural population structure and the trend of diversified medical needs, clarify the functional orientation of county and rural three-level medical and health institutions, strengthen the county overall planning of medical and health resources, promote county and township integration and rural integration, and effectively solve the problems such as the continuous accumulation of resources to large hospitals in big cities and the unsaturated medical services of township and township health centers. We should work together to promote the reform of medical treatment, medical insurance, medicine and medical education, summarize and promote local experience and practices, promote the construction of compact County medical community, improve the hierarchical diagnosis and treatment system, and improve the diagnosis and treatment level and service capacity of township medical institutions through the implementation of unified and centralized management of human, financial and material resources. We should optimize the supply of grass-roots medical and health services, highlight the monitoring, intervention, diagnosis, treatment and prevention of senile diseases, chronic diseases and endemic diseases, increase the catalogue of basic drugs in township health centers, and establish and improve the grass-roots traditional Chinese medicine service guarantee system. We should improve the policies on the staffing, professional title, salary and treatment of grass-roots medical and health workers, and solve the problem of low enthusiasm. We should increase investment in grass-roots medical care in key counties for rural revitalization, give full play to the role of Counterpart Assistance, consolidate and expand the achievements of medical security in poverty alleviation, and establish a long-term mechanism to prevent and resolve returning to poverty due to illness. We should promote the application of "Internet + diagnosis and treatment" in the field of rural health care and improve the modernization of rural health management.
