Restricted by the level of social and economic development, China's maternal and child health work still faces many challenges, such as unbalanced development and inadequate services. The total amount of service resources is insufficient, the distribution is uneven, and high-quality resources are in short supply. In particular, since the adjustment of the fertility policy, the proportion of elderly, prolific and secondary pregnant women has increased, the risk of pregnancy complications, complications and birth defects has increased, the demand for neonatal safety and child health care has further increased, the work of maternal and child health is facing new challenges, and the development of maternal and child health has a long way to go. To this end, the implementation plan specifies that there are 12 main goals for women's and children's health by 2030: first, the national maternal mortality rate will be reduced to less than 12 / 100000, the national neonatal, infant and under-5 mortality rates will be reduced to less than 3.0 ‰, 5.0 ‰ and 6.0 ‰ respectively, and the gap between regions and urban and rural areas will be gradually narrowed. Second, provide basic medical and health care services throughout childbirth. The maternal system management rate has reached more than 90%, and the system management rate of children under the age of 3 and the health management rate of children under the age of 7 have remained above 90%. The third is to prevent and control birth defects. The pre marital medical examination rate will reach 70%, the coverage of the target population of pre pregnancy eugenics health examination will remain above 80%, the prenatal screening rate will reach 90%, the screening rate of neonatal genetic metabolic diseases and neonatal hearing impairment will reach 98% and 90% respectively. Four is the ability of comprehensive prevention and treatment of cervical cancer and breast cancer. The screening rate of cervical cancer for women of the right age reached 70%, and the screening rate of breast cancer gradually increased. The five is to reduce mother to child transmission of AIDS, syphilis and hepatitis B, and the rate of mother to child transmission of AIDS is reduced to less than 2%. Sixth, children's common diseases, malignant tumors and other diseases that seriously endanger children's health have been effectively prevented and treated. Seventh, the vaccination rate of school-age children's immunization program is maintained at more than 90% in townships (towns and streets). Eighth, the coverage rate of eye care and visual acuity examination for children aged 0 ~ 6 years should reach more than 90%, and the caries incidence rate of children aged 12 years should be controlled within 25%. Ninth, improve the nutritional and health status of women and children. Prevent and reduce maternal anemia. Within 6 months, the exclusive breastfeeding rate of infants will reach more than 50%, the anemia rate and growth retardation rate of children under 5 years old will be controlled below 10% and 5% respectively, and the rising trend of overweight and obesity in children will be effectively controlled. Tenth, the mental health level of women and children has been improved. 11. Further improve the maternal and child health service system. One government run and standardized maternal and child health care institution is set up at the provincial, municipal and county levels.
