As the first local regulation regulating real estate registration in Guangzhou, the measures of Guangzhou Municipality on real estate registration (hereinafter referred to as the measures) came into force on March 1. The measures will effectively promote the reform of real estate registration facilitation in Guangzhou, effectively regulate real estate registration, strive to build an efficient and high-quality real estate registration system, and provide a strong legal guarantee for strengthening property protection, ensuring transaction security and continuously optimizing the business environment. There are 45 articles in the measures, which comprehensively stipulate the registration institutions, registration principles, registration procedures, protection of registration materials and information, sharing and inquiry, legal liability, etc. Specifically, it includes establishing a multi sectoral coordination mechanism and strengthening information sharing; Simplify the application materials and establish a vacancy acceptance, notification and commitment system; Reduce the time limit for cross city registration; Strengthen digital empowerment, realize the digital management and updating of registration materials and cadastral information, and promote electronic certificates; Innovate and improve the registration rules, standardize the merger application for registration, explore the layered registration mode of three-dimensional space, and creatively set up the path of handling the property rights of historical buildings reserved according to law during land reuse. In addition, the measures earnestly implement the civil code and further refine the relevant systems: first, refine the rural land management right registration system. According to the acquisition methods of rural land management right, it can be divided into household contracting and bidding, auction and public consultation. The procedures and materials required for the first registration, transfer registration and mortgage registration of land management right shall be stipulated respectively. Second, refine the registration system of residence right. Detailed provisions are made on the first registration, change registration and cancellation registration of the right of residence established by contract and will. Third, refine the easement registration.
