Past events in Ukraine: Why are many domestic wind power and photovoltaic enterprises located here?
2022-03-02
After the situation in Ukraine changed, many A-share listed companies stood up and responded to the impact of the matter on themselves. Goldwind Technology (002202, SZ) said that the company has no investment in wind farms in Ukraine, only orders for complete products, which has not been affected at present. Longyuan Power (001289, SZ) said that the installed capacity of Ukrainian wind power projects accounted for only three thousandths of the company's wind power installed capacity, and all production and operation were normal. After combing, it will be found that listed companies with business related to Ukraine also include Dongfang Risheng (300118, SZ), Jingao Technology (002459, SZ), Taisheng wind energy (300129, SZ), China energy construction (601868, SH), etc. I wonder if you noticed? The intersection between A-share listed companies and Ukraine is mostly concentrated in the fields of wind power and photovoltaic. So, what is the magic of Ukraine that can attract these enterprises to layout here one after another? In fact, this is also related to Ukraine's desire to get rid of its energy dependence on Russia and reshape its own energy system. At the beginning of 2020, the Minister of energy and environmental protection of Ukraine delivered a series of speeches on the concept of renewable energy. Photo source: visual China Lin Boqiang, a researcher at the Jiageng innovation laboratory and President of the China Energy Policy Research Institute of Xiamen University, believes that this incident may accelerate the development of alternative energy in Europe and reduce its energy dependence on Russia. Ukrainian business of A-share wind power and photovoltaic enterprises Walking in Ukraine, you may see household photovoltaic modules like "dark chocolate" on Residents' roofs, or large wind power equipment like "giant fans" in the suburbs. But you may not realize that many of these photovoltaic and wind power products actually come from China. In April 2019, a large photovoltaic power station with a design installed capacity of 200MW was officially connected to the grid near nicopol city in central Ukraine. This photovoltaic power station was once known as "the largest green energy project in Ukraine". Its builder, in addition to Donbas fuel and energy company, the largest private energy enterprise in Ukraine at that time (hereinafter referred to as "dtek"), also has China mechanical equipment Engineering Co., Ltd. (hereinafter referred to as "China Mechanical Engineering"). Chinese mechanical engineering and dtek related personnel source: China Mechanical Engineering official website According to PV tech, the International Photovoltaic media, 750000 solar panels used in the power station are from Trina Solar (688599, SH) and Jiangsu sirafe Photovoltaic System Co., Ltd., and 80 inverter stations and 160 photovoltaic inverters are from kestar (002518, SZ). Moreover, 60% of the actual investment of 216 million euros (about 1.959 billion yuan at that time) in power station projects came from China. Before the grid connected power generation of this project, dtek's general manager timchenko once said that this is not only the largest green energy project in Ukraine, but also one of the three largest photovoltaic power stations in Europe. But when timchenko said these words, he may not expect that the name of "the largest green energy project in Ukraine" will quickly become history. In addition to detk itself, there is another Chinese company - Dongfang Risheng. In November 2019, a photovoltaic power station near Dnepropetrovsk city in central and southern Ukraine was successfully connected to the grid for power generation. Its planned capacity is 323mw, surpassing the Ukrainian photovoltaic power station previously built by Chinese mechanical engineering. The new "Ukraine's largest photovoltaic power station" was born, and it also won the title of "Europe's second largest photovoltaic power station". The photovoltaic modules of this power station are all from Chinese enterprise Dongfang Risheng. The succession of generations of "the largest photovoltaic power station" is only the "tip of the iceberg" for Chinese photovoltaic enterprises to enter Ukraine. According to the announcement data of Oriental Sunrise, Ukraine ranked eighth among the top 10 markets in terms of photovoltaic module exports in 2019. China's exports of photovoltaic modules to Ukraine accounted for 5.78% of the total exports of relevant products in the year. Source: Oriental Sunrise announcement In addition to photovoltaic, there are also many Chinese enterprises in the wind power market in Ukraine. On June 29, 2021, the construction of Longyuan Power Ukraine southern wind power project started. This means that 60 4.8mw wind turbines will appear in Nikolayev state in southwest Ukraine, near the Black Sea. More than two months later, Goldwind focused on the ochakov region of the same state and signed a 288mw wind power project. According to the first financial report, Goldwind also signed the 337.5mw wind power project in Zofia, Ukraine. After the completion of the two projects, the market share of Goldwind technology in Ukraine will exceed 20%. From a deeper level, the "encounter" of wind power projects of Goldwind technology and Longyuan Power in Nikolayev Prefecture of Ukraine is not accidental, but the necessity of China's new energy industry's continuous development and going abroad. However, why is the "encounter" frequency of our wind power and photovoltaic enterprises in Ukraine so high? Or in other words, why does Ukraine attract these enterprises to layout here? Behind the "scenery" of Ukraine's development Behind the entry of Chinese wind power and photovoltaic enterprises into Ukraine, it is actually an opportunity brought by Ukraine's "Reconstruction" of the energy system. Previously, Ukraine relied heavily on traditional fuels such as natural gas, coal and nuclear energy in the energy field. However, the Donbas war between Russia and Ukraine in February 2014 sounded an alarm of "energy security" for Ukraine. In November 2015, Ukraine stopped importing natural gas from Russia. Since then, all natural gas imports have come from EU countries. But the embarrassing thing is that the natural gas of EU countries is mainly imported from Russia. In a research report in February this year, YueKai securities quoted the data of the European Bureau of statistics as saying that at present, more than 40% of the EU's natural gas supply comes from Russia, of which about one-third of the Russian natural gas flowing to Europe needs to pass through Ukraine. All kinds of data mean that just stopping the direct purchase of natural gas from Russia will not allow Ukraine to really control its own energy lifeline. In this context, changing the traditional energy structure and developing clean energy has become one of the ways to break the situation. If the development of wind power and photovoltaic industry in a country or region is a bit of "relying on heaven", it has high requirements for local natural conditions. Then Ukraine obviously belongs to the type of "God's reward". At the level of light resources, according to the data of Ukrainian Renewable Energy Association (uare), the annual solar radiation of Ukraine can reach 800-1450w / ㎡, which has great development potential in the international photovoltaic market. In terms of wind resources, Ukraine is close to the Black Sea and has great potential. Andre konechkov, a former member of the board of directors of the world wind energy association and chairman of the Ukrainian Wind Energy Association, briefly introduced this when he came to China to participate in the "2013 China strategic emerging industry development forum" in 2013. Andre konechkov said at the time: "Many experts believe that the potential of wind power generation in Ukraine is very high. We have made a conservative estimate that the national potential may be 1600 MW of installed capacity by 2030. Some power companies have made predictions that Ukraine's wind power potential will reach 7000 MW by 2030, and most of the electricity can be connected to the Internet." Although natural conditions are crucial, it is obviously too slow to wait for the "invisible hand" of the market to adjust in order to "reshape" the energy system. In order to rapidly increase the proportion of clean energy, Ukraine has also launched a series of supportive policies and a package of bills. For example, in 2018, Ukraine passed the relevant provisions of "exemption from value-added tax on imported power facilities of solar and wind power plants". In an announcement of Jingao technology in July 2020, it also mentioned the preferential policy of "zero tariff on Ukrainian imported Chinese component products". Picture of zero tariff policy for imported components in Ukraine source: Jingao energy announcement In addition, Ukraine does not grudge the investment of "real gold and silver". According to the official website of the economic and Commercial Department of the Embassy in Ukraine, Ukraine invested more than 1.2 billion euros in green energy in 2020, and the installed capacity of renewable energy increased by 22%. According to the exchange rate between Euro and RMB at the end of 2020, Ukraine's investment in green energy in that year exceeded 9.5 billion yuan. Under the layers of overweight, Ukraine's green energy industry has achieved considerable development. Dongfang Risheng, which provides modules for photovoltaic power stations in Ukraine, once mentioned such a data in several official website articles: in 2017, Ukraine's renewable energy accounted for only about 1% of the total power generation. According to the official website of the economic and Commercial Department of the Embassy in Ukraine, the Ukrainian guaranteed power purchase company said that from January to October 2021, Ukraine's renewable energy power generation increased by more than 10% year-on-year to 10 billion kwh. By the end of October 2021, green power generation accounted for 9% of all power generation in Ukraine. Among them, in the renewable energy power generation structure, photovoltaic power generation accounts for 60.4%, ranking first, and wind power accounts for 29.8%, ranking second. From about 1% in 2017 to 9% at the end of October last year, behind the increase in the proportion of green power generation in Ukraine is the construction of photovoltaic and wind power projects. It was at this time that Chinese enterprises entered the Ukrainian market intensively and branded "made in China" on the components and equipment of many photovoltaic power plants and wind farms. Will business be affected in the future? In the context of the conflict between Russia and Ukraine, will the Ukrainian business of A-share wind power and photovoltaic enterprises be affected? Many enterprises have responded to this. The staff of Dongfang Risheng Securities Department told the reporter of daily economic news that the relevant events had no impact on the company. Jingao technology securities department also responded that it has not received any feedback that the company has been affected. When interviewed, the staff of Longyuan Power Securities Department said that the Yuri project is currently in operation in Ukraine, and its installed capacity accounts for only three thousandths of the company's total wind power installed capacity. At present, all production and operation are normal. Goldwind said on the investor interaction platform that the company did not invest in wind farms in Ukraine, only orders for complete products were delivered according to the normal plan, which was not affected. Looking at the cooperation between A-share listed companies in the field of wind power and photovoltaic and relevant enterprises in Ukraine, most of them focus on product provision, some of them participate in the construction in the form of EPC, and there are not many operating projects. This may also be one of the reasons why the above companies generally responded that they were less affected. Lin Boqiang told the reporter of the daily economic news that on the whole, the "volume" of them (related companies) in the Ukrainian market is still relatively small and can be ignored. And you can wait until the situation is stable before you do business. However, an industry expert believes that the investment of enterprises in Ukraine and nearby areas will certainly be affected in a certain period of time. After the change of the situation in Ukraine, other countries in Europe have also launched relevant actions in energy. According to the financial Associated Press, on February 28, the German climate department proposed a new draft legislation to advance the target of 100% renewable energy power generation to 2035, 15 years ahead of the previous target. Among them, the new installed capacity of photovoltaic will gradually increase from 7gw in 2022 to 20GW in 2028, and then maintain this level until 2035. The above industry experts said that Germany
