The comprehensive strength of the industry has been continuously enhanced, the core competitiveness has been steadily improved, a number of specialized and new "little giant" enterprises have been created, and a number of manufacturing single champion enterprises in subdivided fields with international competitive advantages have been cultivated. The output value of environmental protection equipment manufacturing industry will strive to reach 1.3 trillion yuan. The action plan points out that we should strengthen the tackling of key core technologies. Focus on the new needs of environmental governance during the 14th Five Year Plan period, and carry out joint research on major technical equipment in the fields of synergistic effect of pollution reduction and carbon reduction, coordinated control of fine particulate matter (PM2.5) and ozone, multi pollutant disposal in non power industry, marine pollution control, identification and detection of toxic and harmful pollutants and ecological environment emergency. The action plan also proposes to accelerate the transfer and transformation of scientific and technological achievements. Support R & D, manufacturing, user units or parks to establish major environmental protection technology and equipment innovation bases, and build a bridge between product development, amplification, maturation and industrialization. Encourage local governments and parks to establish incubation platforms for the industrialization of scientific and technological achievements, gather and optimize the allocation of factor resources, reduce the cost of industrialization, and effectively promote the transformation of scientific and technological achievements. Support industry associations and other local governments, parks, enterprises and institutions to build a number of public service institutions, and carry out services such as intellectual property training and trading, evaluation of scientific and technological achievements, market strategy research and connection between supply and demand of advanced environmental protection equipment. In the development of industrial clusters, the action plan makes it clear that according to the characteristics of local industrial structure, the layout of environmental protection equipment manufacturing industry shall be planned as a whole, so as to guide the differentiated development among regions and prevent low-level repeated construction. Encourage areas with good industrial foundation and prominent agglomeration characteristics to optimize the layout of industrial chain, gather innovative factor resources, and create a number of environmental protection equipment industrial agglomeration areas in accordance with the construction requirements of the national new industrialization industry demonstration base.
