On the evening of January 16, in the underground public parking lot of a shopping mall in Nanjing, Jiangsu Province, two women stood in the parking space, and a small car in front slowly backed into the parking space. Surprisingly, the two women tried to hold the rear of the car with their hands to prevent it from pouring in. Finally, due to the great difference between people and vehicles, the car successfully occupied the parking space (according to the polar news report on January 17). Why do conflicts and disputes arise due to similar acts? Is it because of the lack of relevant regulations or the inadequate management of public parking lots? this is not the only one. Perhaps, the weak awareness of the rule of law and the indifference to the value of public order and good customs are the fundamental reasons. What is public order and good customs? In short, public order and good customs. There are only four words, but they can be contained in order, Dharma, ethics and morality. It requires everyone to embed the demands of individual interests into the social order when realizing their own rights and interests in the general social pattern, place themselves in good customs, and encounter fewer violent problems and more peace. Looking back at this event, public parking spaces are public resources and are mainly used to park motor vehicles. Unless otherwise specified, the principle of first come, first served and orderly parking shall be adhered to. Otherwise, the operation rules of public parking lot will be destroyed, and the public parking lot may fall into disorder. On the other hand, as the police report said, the driver should also accept criticism when he knows that someone is forced to reverse behind the car. Although the speed is slow, its behavior is still dangerous. In the face of uncivilized behavior, peaceful communication should be the first choice, which can also be solved through the coordination of parking lot managers. If private relief is implemented by excessive behavior, it still reflects the lack of awareness of public order and good customs. The woman occupying the parking space in the video finally chose to call the police. Later, the police criticized and educated the misconduct of both parties. From "parking space occupation" to police intervention, small incidents have been escalating, causing widespread concern in the society. In a sense, law is the minimum morality. Establishing the awareness of rule of law and forming the bottom line thinking is of great significance to develop a good moral fashion. The lack of awareness of the rule of law is not the crux of such events that have aroused widespread concern in the society. Therefore, although the incident is small, it should not be taken lightly. In view of this, we can do more in cultivating citizens' awareness of the rule of law. In October 2019, the CPC Central Committee and the State Council issued the implementation outline of citizen moral construction in the new era, which requires to strengthen the guidance of hot issues in the moral field, reason with things and clarify morality with cases, and strive to enhance people's awareness of the rule of law, public awareness, rule awareness and responsibility. On the evening of January 17, Jiangning branch of Nanjing Public Security Bureau criticized and educated the misconduct of both sides, and announced the investigation results of the incident. Instead of simply "making peace", the public security organs clarify the facts, distinguish right from wrong, timely report the results, interpret the law and reason, guide the people's words and deeds with specific examples, vigorously advocate a positive, civilized, harmonious and friendly social atmosphere, and truly achieve "harmony between people", which provides a typical model for the protection of legitimate rights and interests and the maintenance of the rule of law and order. It is not the behavior of a person with the awareness of the rule of law, let alone the phenomenon of a society under the rule of law. From this perspective, in daily social life, we should more declare the value of abiding by public order and cultivate public order and good customs with "social consensus", which is also our original intention and purpose of paying attention to this event.
