The plan points out that during the 14th Five Year Plan period, relevant standards for myopia prevention and control should be formulated and revised to form a vision health standard system for children and adolescents. Strengthen eye care and visual examination services for children aged 0-6 years. We will promote the monitoring and intervention of children and adolescents' myopia and risk factors, carry out special myopia monitoring through the national monitoring system for common diseases and health influencing factors of students, strive to achieve 100% full coverage of county (District) myopia monitoring throughout the country during the 14th Five Year Plan period, and dynamically grasp the changes of children and adolescents' myopia rate and risk factors throughout the country. Gradually expand the vision screening population of primary and secondary school students, strengthen the construction of vision monitoring network, and carry out targeted intervention measures such as experts entering the campus and primary and secondary school students' Health Month activities. The plan also proposes to strengthen the construction of eye health service platform for children aged 0-6 during the 14th Five Year Plan period. In combination with the national basic public health services, we will implement eye care and visual acuity examination for children aged 0-6 to ensure that the examination coverage rate reaches more than 90%. Implement the code for eye care and vision examination services for children aged 0-6 (Trial), give full play to the linkage role of grass-roots medical and health institutions, maternal and child health institutions and ophthalmology in general hospitals, build a children's eye care service network with division of labor, emphasis and close cooperation, screen common eye diseases of children and correct poor vision at an early stage. Promote the establishment of electronic archives of children's and adolescents' vision health, timely update the refractive development health data, and transfer them in real time with children's and adolescents' enrollment. During the 13th Five Year Plan period, China incorporated myopia prevention and control into the government performance appraisal, forming a good atmosphere of "government leadership, department cooperation, expert guidance, school education and family attention". The establishment of Ophthalmology related courses and the training of ophthalmologists and optometrists have helped to build a professional team. During the 14th Five Year Plan period, on the basis of improving service accessibility, further attention was paid to the improvement of service quality. The concept of effective refractive correction coverage (Erec) is clearly used to measure the coverage and quality of refractive correction services. Wang Ningli said that promoting children's vision health has become the top priority of China's eye health work. 0-6 years old is the key period for the development of children's eye structure and visual function. The visual development before the age of 6 affects the visual quality of children's life. Therefore, it is very important to achieve early monitoring, early detection, early warning and early intervention. To carry out eye care and vision examination for children aged 0-6 and establish vision files, we need to give full play to the role of grass-roots medical and health institutions, strengthen cooperation with maternal and child health institutions, and build a child eye care service network with clear division of labor, different emphases and close cooperation. The plan also points out that during the 14th Five Year Plan period, in accordance with the basic standards of community hospitals, community hospitals with conditions are encouraged to gradually provide ophthalmic medical services. Relying on urban medical groups and county medical communities, guide the extension of appropriate medical technologies for eye disease prevention and control to the grass-roots level, promote the application of effective vision screening and fundus screening technologies at the grass-roots level, and implement eye disease prevention and control measures. Improve the two-way referral and up-down linkage mechanism to provide reasonable diagnosis, treatment and up referral services for patients with eye diseases. In addition, we should strengthen the cooperation between medical institutions and disease prevention and control institutions, maternal and child health care institutions and rehabilitation institutions, carry out inter agency and interdisciplinary cooperation, establish a working mechanism combining medical treatment, prevention and rehabilitation of ophthalmic diseases, and provide patients with continuous diagnosis and treatment services of screening diagnosis treatment follow-up. We will strengthen the prevention and control of myopia among children and adolescents, eye care for children aged 0-6 and rehabilitation of low vision, and promote the improvement of the integration model of medical prevention and treatment.
