"Article 23" includes 16 academic education policies, 4 skill training policies and 3 adaptive training policies, which benefit the vital rights and interests of retired soldiers. It is a key policy point that retired soldiers at all levels must master in employment and entrepreneurship. Among them, the academic education policies concerned by retired soldiers cover the key points of preferential policies in the recruitment, resumption, funding, training and management of secondary and higher vocational education, post-secondary education, adult undergraduate education, ordinary undergraduate education and graduate education, so as to build a convenient way to improve the academic qualifications of retired soldiers and help retired soldiers improve their employability. For example, retired soldiers participate in the free cultural quality examination of higher vocational education, participate in the national general college entrance examination, add 10 points to the file, and graduate students can choose the "special graduate enrollment plan for retired college students and soldiers", etc. Skills training policies include free training, financial guarantee, incentive measures and inclusive policies to help retired soldiers with independent employment change from military talents to skilled talents urgently needed by the society, so as to better realize high-quality and stable employment. For example, retired soldiers in independent employment can receive a free vocational skill training (free of tuition and miscellaneous fees, accommodation fees and skill appraisal fees) before reaching the legal retirement age, and enjoy living subsidies during the training period. Adaptive training policies include training duration, content and methods to help retired soldiers with independent employment change their roles in time, integrate into society and make new contributions. For example, the adaptive training shall be organized and implemented in a timely manner after the self employed retired soldiers return home. The training duration shall not be less than 80 class hours, and courses such as confidentiality education, law popularization, psychological adjustment, vocational guidance and employment training project promotion shall be offered.
