The measures have five chapters and thirty-six articles, which specify that those engaged in Internet religious information services should apply to the Religious Affairs Department of the local provincial people's government, and stipulate the license conditions, application materials, use name, acceptance time limit, etc. It is clear that online preaching should be organized by religious groups, religious colleges and monasteries and churches that have obtained the license for Internet religious information service. It is clear that, except for the circumstances specified in Articles 15 and 16 of the measures, no organization or individual shall preach on the Internet, carry out religious education and training, publish preaching contents or forward and link relevant contents, organize religious activities on the Internet, and broadcast or record religious ceremonies live.
