The Special Administrative Region government prepared the "Five Year Plan" with the purpose of condensing social consensus, building a blueprint for future development, providing a clear development direction for the society, and promoting the stable and long-term practice of "one country, two systems" with Macao characteristics. The "Five Year Plan" has a total of about 54000 words, which is composed of text and columns. In addition to the preface and conclusion, the text is divided into 6 chapters and 22 chapters, with a total of 35 columns, covering the key work in various fields to be implemented during the planning period. The main contents include five parts: accelerating moderately diversified economic development, promoting the optimization of social and people's livelihood construction, deeply promoting the construction of livable cities, continuously improving the level of public governance and better integrating into the overall situation of national development. The preparation of the "Five Year Plan" is guided by the principle of connecting with the national "14th five year plan", connecting with Macao's "1st five year plan", based on Macao's reality and adhering to the problem orientation, and the basic principles of governing Macao according to law, people-oriented, diversified development, innovation driven, open and inclusive and pragmatic. Macao's development goals set in the "Five Year Plan" are: by 2025, the connotation of the world tourism and leisure center will be richer, the function of the business cooperation service platform between China and Portuguese speaking countries will be further expanded, the construction of an exchange and cooperation base with Chinese culture as the mainstream and multicultural coexistence will be steadily promoted, substantial progress will be made in moderate diversification of economy, people's livelihood will continue to improve, and culture will be more prosperous, The level of government governance has been further improved, the legal system and implementation mechanism for safeguarding national security have been further improved, and better integrated into the overall situation of national development. The phased objectives of the construction of Hengqin Guangdong Macao deep cooperation zone have been successfully realized, the Qinzhou Macao integrated development pattern has been preliminarily established, and the driving force, vitality, innovation, competitiveness and sustainability of Macao's development have been continuously enhanced. It is reported that from September 15 to November 13, 2021, the SAR government carried out public consultation activities on the "second five year plan", widely listened to the opinions of Macao's public, grass-roots organizations, consulting institutions, professional groups and people from all walks of life who are concerned about Macao's development, and received a total of 787 opinions, totaling 3166. The SAR government said that the opinions and suggestions that are relatively common and have consensus in the society have been basically incorporated into the official text of the "second five year plan", and some opinions and suggestions that have not been incorporated into the text have also been transferred to relevant departments for research or as a reference for Governance work.
