Large enterprises shall publish the overdue payment of small and medium-sized enterprises to the society in their annual report. Second, we should consolidate the regulatory responsibilities of local territories and departments, strengthen audit supervision, investigate and deal with the arrears of government organs, institutions and large state-owned enterprises to small and medium-sized enterprises in accordance with the law and be seriously accountable, and expose those who are seriously dishonest. Third, we should strengthen the construction of long-term mechanism, improve the relevant systems of construction project price settlement, and improve the proportion of project progress payment. Fully implement letter of guarantee (insurance) instead of deposit. The meeting stressed the need to speed up the formulation and improvement of relevant supporting policies for laws and regulations such as the regulations on optimizing the business environment, so as to fundamentally reduce and prevent the problem of arrears. The meeting pointed out that ensuring that migrant workers receive wages in full and on time is a major event related to the basic livelihood of migrant workers' families. Severely punish wage arrears in accordance with laws and regulations, and notify and hold accountable public officials for dereliction of duty and responsibility. Earnestly safeguard the legitimate rights and interests of migrant workers. The meeting pointed out that during the 13th Five Year Plan period, great progress has been made in vocational skills training, and nearly 100 million people have received subsidized training for employees, migrant workers and poor labor force. In particular, the three-year action to improve vocational skills by using the unemployment insurance fund has played an important role in stabilizing posts and promoting employment. During the 14th Five Year Plan period, we should adhere to the employment orientation, adapt to market demand, and promote the expansion and quality improvement of vocational skills training. First, support all kinds of Vocational Colleges and vocational training institutions to carry out training, give full play to the main role of enterprise training, strengthen job stabilization training, and improve the skill training mechanism of employees. Second, strengthen the support of investment in the central budget for the construction of public training bases. Implement the pre Tax Deduction Policy of training funds. Provide tax support for the purchase of relevant equipment for training. We will continue to use the unemployment insurance fund to carry out job stabilization and vocational skills training. Third, strengthen the training of high skilled talents in advanced manufacturing and modern service industries. We will improve the employment and entrepreneurship ability of key groups such as college graduates and train more than 30 million migrant workers.
