The financial intelligence office of the SAR government, together with the Macao Customs and the judicial police, investigated cases of cross-border suspicious large amounts of cash and bearer negotiable instruments, so as to maintain the security and stability of Macao's economic system. The financial intelligence office will further expand the scope of industry participation in the public-private cooperation model, conduct special analysis on suspicious transactions submitted by the financial industry and the gambling industry, timely feed back the results to the regulatory authorities and the industry, further improve the suspicious transaction reporting template, and collect comprehensive data content to improve the risk assessment. In terms of port management, Huang Shaoze said that he would actively promote the implementation of the policies of "first-line" liberalization of goods, "second-line" control and high facilitation of personnel access at Hengqin port, and help promote the construction of a high-level open system integrating Macao and Hengqin. Cooperate with the effective implementation of the legal system of entry-exit control, stay and residence permit of the Macao Special Administrative Region, and build relevant supporting systems stipulated by the law, so as to more effectively prevent and combat cross-border crimes. Huang Shaoze also introduced the policy guidelines on law enforcement deployment, modern civil defense, police force construction, strengthening the police through science and technology, police people cooperation, and the return of corrections.
