The main legislative proposals cover five areas that have broad consensus, including giving copyright owners the exclusive right to disseminate their works in a technology neutral manner, ensuring that their works will be protected when disseminated to the public by any electronic transmission mode, and establishing criminal liability for relevant infringements in line with the exclusive right to disseminate. The SAR government also proposes to provide copyright exemption for the use of copyrighted works for the purposes of parody, satire, creating comedy and imitation, commenting on current events and quoting copyrighted works; It also revised and broadened the exemption to facilitate the use of copyright works in online learning, library, archives and museum operations.
