Guangzhou New Coronavirus pneumonia prevention and control command Notice on strengthening the novel coronavirus pneumonia prevention and control work in our city (No. 28) At present, the epidemic situation abroad is still severe and complex, and local epidemics have occurred in many domestic provinces and cities. The task of "external prevention input and internal prevention rebound" in our city is very arduous. In order to consolidate the current achievements in epidemic prevention and control, build a solid defense line for epidemic prevention and control, and ensure the health and safety of citizens, according to the changes of epidemic situation at home and abroad, the notice on strengthening epidemic prevention and control in our city is as follows: 1、 Continuously implement external defense input measures. Strengthen the closed-loop management of inbound personnel and seamlessly connect point-to-point. "Centralized isolation for 14 days + home isolation for 7 days + self-health monitoring for 7 days" shall be implemented for all personnel entering from abroad (whose destination is Guangzhou). After the release of isolation, nucleic acid testing shall be conducted in the hospital free of charge on the 23rd and 28th days after entry with the release of isolation certificate. 2、 Further strengthen the health management of personnel coming (returning) to Guangzhou. The "centralized isolation for 14 days" (the time is calculated from the district leaving the prefecture level city, league, state and municipality directly under the central government, the same below) is implemented for the incoming (returning) personnel who have lived in high-risk areas, and nucleic acid detection is carried out on the 1st, 4th, 7th, 10th and 14th days. The "home isolation for 14 days" shall be implemented for the coming (returning) personnel with a history of residence in medium risk areas (or those assessed to be managed with reference to medium risk areas), and nucleic acid detection shall be carried out on the 1st, 4th, 7th, 10th and 14th days. The "home isolation for 7 days + home health monitoring for 7 days" shall be implemented for the coming (returning) personnel with a history of residence in the prefecture level city (District of League, prefecture and municipality directly under the central government) where the high-risk area (or the area to be managed with reference to the high-risk area) is located, and the nucleic acid detection shall be carried out on the 1st, 3rd, 7th and 14th days. The "two tests in three days" (with an interval of 24 hours) and 14 days of home health monitoring were carried out for the coming (returning) personnel with a history of residence in prefecture level cities (districts of League, prefecture and municipality directly under the central government) with local positive cases, and nucleic acid testing was carried out on the 7th and 14th days respectively. For the personnel coming (returning) from other provinces (autonomous regions and municipalities directly under the central government) with local epidemic in China, conduct nucleic acid testing at the airport, railway station or within 24 hours as soon as possible, and self-health monitoring for 14 days. Personnel from other provinces (autonomous regions and municipalities directly under the central government) who come (return) to Guangzhou shall take the initiative to conduct a nucleic acid test within 48 hours after arrival. 3、 Do a good job in home health management. During home health monitoring, citizens should do a good job in self-health monitoring, measure their body temperature every day, cooperate with nucleic acid testing as required, avoid going to crowd gathering places and participating in gathering activities, do personal protection and wear masks when going out, and avoid taking public transportation tools. In case of abnormal conditions such as fever, cough, weakened sense of smell and taste, go to the designated hospital for investigation in time. 4、 Strengthen personal protection and sojourn history report. Please continue to do a good job in personal daily health protection, reduce unnecessary gatherings, avoid staying in confined spaces for a long time, and maintain good living habits such as wearing masks, washing hands frequently, regular ventilation and maintaining social distance. Actively cooperate with various places and units in temperature measurement, code scanning (bright) inspection and other relevant prevention and control requirements. In the near future, it is not necessary to go to medium and high-risk areas and areas where local positive infected persons are reported. Pay close attention to the epidemic information in various regions in China. If there is an intersection or overlap with the published itinerary of local positive infected persons in China, or there is a recent residence history in the province (autonomous region or municipality directly under the central government) where local positive infected persons are located, they must take the initiative to report to the community (Village) or community, unit, hotel and guesthouse within 12 hours, and cooperate with various health management measures. In case of discomfort, seek medical treatment in time, and take the initiative to report the residence history to the medical institution. 5、 Strengthen the prevention and control of key places. The city's cinemas, chess and card rooms, recreation halls, Internet cafes, sports venues, shopping malls, supermarkets and other personnel gather in closed and semi closed places to strengthen the cleaning, ventilation and disinfection of public areas. Special personnel are arranged at the entrance to take charge of temperature measurement, check the health code, remind to scan the pass code and wear masks correctly. 6、 Strengthen traffic prevention and control. Citizens taking subways and buses must measure temperature, light code and wear masks. Passengers taking taxis and online taxi at Baiyun Airport and railway stations (Guangzhou station, Guangzhou east station, Guangzhou south station, Guangzhou north station, Qingsheng station, Xintang south station, etc.) must light code and wear masks. Non "green code" personnel shall not take public transport. Personnel shall take personal protection measures. The above prevention and control measures shall be dynamically adjusted according to the epidemic risk assessment results and the work requirements of the superior.
