President Xi Jinping attended the first phase of the sixteenth summit of the group of twenty leaders in Beijing on video 30 and delivered an important speech. Xi Jinping pointed out that novel coronavirus pneumonia is constantly repeating, the world economic recovery is fragile, the challenges of climate change are prominent, and hot spots in the region are frequent. In the face of the world's unprecedented changes in a century and the epidemic in the 21st century, the G20, as the main forum for international economic cooperation, should shoulder its due responsibility, adhere to openness, inclusiveness, win-win cooperation, practice real multilateralism and promote the construction of a community of human destiny for the future of mankind and the well-being of the people. Xi Jinping made 5 suggestions. First, unite and cooperate to fight the epidemic hand in hand. Novel coronavirus pneumonia should be handled and overcome scientifically by the international community. We should strengthen cooperation in prevention and control, diagnosis and treatment, and improve the ability to deal with major public health emergencies. The G20 should play a leading role in building consensus, mobilizing resources and promoting cooperation. I would like to further put forward the global vaccine Cooperation Initiative: first, strengthen vaccine scientific research cooperation and support vaccine enterprises to jointly develop and produce with developing countries. Second, adhere to fairness and justice, increase the provision of vaccines to developing countries, and implement the global vaccination goal of 2022 proposed by the World Health Organization. Third, support the early decision of the World Trade Organization on the exemption of vaccine intellectual property rights, and encourage vaccine enterprises to transfer technology to developing countries. Fourth, strengthen cross-border trade cooperation to ensure smooth trade in vaccines and raw and auxiliary materials. Fifth, we should treat all kinds of vaccines fairly and promote mutual recognition of vaccines based on the WHO vaccine emergency use list. Sixth, provide financial support for global vaccine cooperation, especially for developing countries to obtain vaccines. At present, China has provided more than 1.6 billion doses of vaccine to more than 100 countries and international organizations, and will provide more than 2 billion doses to foreign countries this year. One belt, one road vaccine partnership initiative is being launched jointly with 30 countries in China, which is launching joint vaccine production with 16 countries. China is willing to work with all parties to improve the accessibility and affordability of vaccines in developing countries and make positive contributions to building a global vaccine defense line. Second, strengthen coordination and promote recovery. We should strengthen macroeconomic policy coordination and maintain policy continuity, stability and sustainability. Major economies should adopt responsible macroeconomic policies to avoid negative spillover effects on developing countries and maintain the stable operation of the international economic and financial system. At the same time, we should focus on the long term, improve the global economic governance system and rules, effectively reflect the changes in the international economic pattern, and enhance the voice of developing countries. China welcomes the issuance of additional special drawing rights by the International Monetary Fund and is willing to lend them to low-income countries seriously affected by the epidemic. We should safeguard the multilateral trading system with the World Trade Organization as the core, build an open world economy, and protect the rights and interests of developing countries and development space. We should restore the normal operation of the dispute settlement mechanism as soon as possible and maintain the security and stability of the industrial chain and supply chain. China proposes to hold an international forum on industrial chain and supply chain resilience and stability, and welcomes the active participation of G20 members and relevant international organizations. China is ready to one belt, one road, and one side to build a "high-quality one" with more efforts. Third, inclusive and common development. We should focus on the people, improve the fairness, effectiveness and inclusiveness of global development, and strive not to let any country fall behind. The G20 should place development in the prominent position of macro policy coordination and implement the initiatives to support Africa and the least developed countries to achieve industrialization. Developed economies should fulfil their ODA commitments and provide more resources to developing countries. The global development initiative I launched at the United Nations is highly in line with the purpose and focus of the G20 in promoting global development. We welcome the active participation of all countries. Fourth, innovation driven, tap power. The G20 should work together to tap the potential of innovative growth, formulate rules on the basis of full participation and broad consensus, and create a good ecology for innovation driven development. Artificial small circles or even ideological lines will only create estrangement and increase obstacles, which will do harm to scientific and technological innovation. We should share the responsibilities of the digital age, accelerate the construction of new digital infrastructure, promote the deep integration of digital technology with the real economy, and help developing countries bridge the "digital divide". China has put forward the global data security initiative. We can jointly explore the formulation of international rules for digital governance that reflect the wishes of all parties and respect the interests of all parties, and actively create an open, fair, just and non discriminatory digital development environment. China attaches great importance to international cooperation in the digital economy, has decided to apply for accession to the digital economy partnership agreement, and is willing to work with all parties to promote the healthy and orderly development of the digital economy. Fifth, harmonious coexistence and green sustainability. The G20 should uphold the principle of common but differentiated responsibilities, promote the full implementation of the Paris Agreement on addressing climate change, and support the success of the twenty Sixth Conference of the parties to the United Nations Framework Convention on climate change and the fifteenth conference of the parties to the Convention on biological diversity. Developed countries should set an example on emission reduction, fully take into account the special difficulties and concerns of developing countries, implement climate financing commitments, and provide support to developing countries in technology and capacity-building. China has always taken the initiative to assume international responsibilities consistent with its national conditions, actively promoted the green transformation of its economy, and continuously independently improved its efforts to deal with climate change. China will strive to achieve carbon peak by 2030 and carbon neutralization by 2060. We will keep our promise and join hands with all countries to take the road of green, low-carbon and sustainable development. Xi Jinping pointed out that China's ancients said: "integrity, the knot of the world." that is, honesty is the foundation for making the world. China will adhere to the basic national policy of opening to the outside world, give full play to the advantages of large-scale market and domestic demand potential, strive to promote institutional opening-up such as rules, regulations, management and standards, constantly strengthen intellectual property protection, continue to create a market-oriented, legalized and international business environment, and provide a fair and just market order for Chinese and foreign enterprises. I believe that China's development will bring more new opportunities to all countries and inject more new momentum into the world economy. Xi Jinping finally stressed that building the community of human destiny requires unremitting efforts from all countries in the world.
