Premier Li Keqiang attended the 24th China ASEAN leaders' meeting at the Great Hall of the people on the afternoon of October 26. Brunei Sultan Hassanal, the rotating chairman of ASEAN, Cambodian Prime Minister Hun Sen, Indonesian President Joko, Lao Prime Minister Pankan, Malaysian Prime Minister Ismail, Philippine President duterte, Singapore Prime Minister Lee Hsien Loong, Thai Prime Minister Bayu and Vietnamese Prime Minister fan Mingzheng attended the meeting. Li Keqiang and Hassanal co chaired the meeting. ASEAN Secretary General Lin Yuhui attended the meeting. The meeting was held by video. Li Keqiang said that at present, China ASEAN relations are developing healthily and stably, and pragmatic cooperation in various fields continues to advance. Since last year, President Xi Jinping and ASEAN leaders have conducted in-depth strategic communication in various ways. This year marks the 30th anniversary of the establishment of China ASEAN dialogue relations. Over the past 30 years, the two sides have upheld good faith, mutual benefit and win-win results, supported multilateralism, and maintained overall regional stability and sustained economic growth. Facing China novel coronavirus pneumonia, ASEAN has been watching and supporting each other, and bilateral relations have been further consolidated. Li Keqiang pointed out that China will deepen friendly and mutually beneficial cooperation with all countries in the world, including ASEAN, in the process of opening up. Li Keqiang put forward six suggestions on China ASEAN cooperation in the next stage: First, build a healthy defense line. Strengthen communication and coordination of anti epidemic policies. China is willing to further increase vaccine and anti epidemic material assistance to ASEAN countries and jointly improve early warning and emergency response capabilities. It is proposed to establish a China ASEAN public health science and technology cooperation center to promote science and technology enabled public health cooperation. Second, deepen economic integration. Promote the early entry into force of the regional comprehensive economic partnership agreement (RCEP) and benefit the people of all countries in the region as soon as possible. We are willing to officially launch the joint feasibility study on the follow-up negotiations on the upgrading of China ASEAN Free Trade Area, and propose to explore the "Multi Country and multi Park" cooperation between China and ASEAN. China has officially applied to join the comprehensive and progressive trans Pacific Partnership Agreement (cptpp) and hopes to get the support of ASEAN countries. Third, promote inclusive development. We will accelerate the building of a blue economic partnership. We will strengthen international development cooperation, set up specialized agencies in ASEAN countries and build demonstration sites for development cooperation. Fourth, adhere to innovation driven. We will implement the action plan for the partnership for scientific and technological innovation in the next five years, explore the development of China ASEAN Industrial Design cooperation, and complete the formulation of the action plan for the implementation of China ASEAN digital economy partnership (2021-2025) as soon as possible. Fifth, expand green cooperation. Implement the China ASEAN environmental cooperation strategy and action plan (2021-2025), jointly respond to climate change, maintain global and regional biodiversity, and reasonably promote the transformation and upgrading of energy industry and economic structure. Sixth, consolidate the foundation of public opinion. On the premise of ensuring the safety of epidemic prevention, we will deal with the problems of returning overseas students from ASEAN countries to China and resuming their studies in stages. It is proposed to establish a China ASEAN Senior Education officials meeting mechanism, make good use of platforms such as China ASEAN elite scholarships, and continue to increase capital to the China ASEAN Cooperation Fund. Li Keqiang stressed that China will unswervingly follow the path of peaceful development, maintain world and regional peace and stability and promote common development. Peace in the South China Sea is in the common interests of China and ASEAN countries. Next year marks the 20th anniversary of the signing of the Declaration on the conduct of parties in the South China Sea. China is willing to take this opportunity with ASEAN countries to expand maritime practical cooperation, accelerate the consultation process, strive to reach the "code of conduct in the South China Sea" as soon as possible, and build the South China Sea into a sea of peace, friendship and cooperation. Li Keqiang pointed out that China has always regarded ASEAN as the priority direction of neighboring diplomacy, and has always firmly supported the construction of ASEAN community, the central position of ASEAN in the regional structure and the greater role of ASEAN in regional and international affairs. China is willing to jointly host the summit commemorating the 30th anniversary of the establishment of dialogue relations with ASEAN. It is believed that the great ship of China ASEAN friendship and cooperation will move steadily and make greater contributions to peace, stability, development and prosperity in Asia. The leaders of participating ASEAN countries said that China is a close dialogue and cooperative partner of ASEAN countries. ASEAN China relations are the most comprehensive and strategic relationship between ASEAN and dialogue partners, and support the further improvement and upgrading of bilateral relations. ASEAN countries appreciate China's provision of vaccines and material assistance to ASEAN countries in combating the epidemic, and are willing to continue to expand cooperation with China in the fields of trade and investment, connectivity, digital economy, public health and sustainable development, deepen people to people and cultural exchanges, achieve mutual benefit and win-win results, and contribute to the maintenance of regional peace, stability and prosperity. ASEAN countries are willing to work with China to fully and effectively implement the Declaration on the conduct of parties in the South China Sea and reach an effective and substantive "code of conduct in the South China Sea" as soon as possible. We hope that the regional comprehensive economic partnership agreement will enter into force at an early date and look forward to holding a summit commemorating the 30th anniversary of the establishment of dialogue relations with China. The meeting issued the China ASEAN joint statement on cooperation in support of the ASEAN comprehensive economic recovery framework and the joint statement on Strengthening China ASEAN green and sustainable development cooperation.
