In September 2017, at the national on-site promotion meeting of ecological civilization construction, Jingde County was named the first batch of "green water and green mountains are Jinshan and Yinshan" practice and innovation bases in China. Jingde court practiced the concept of "two mountains" and integrated the trial functions of ecological and environmental protection. Jingde court focused on integrating the concept of greening and replanting, proliferation and release of ecological restoration into the trial, and implemented the restoration of forest replanting for the defendant in the case of indiscriminate and illegal logging. The defendant in the case of illegal fishing of aquatic products shall be subject to proliferation and release to restore the ecological environment to the greatest extent. "One village, one secretary" helps grass-roots governance Uncle Liu, 85, and his wife are low-income families. They have a son and a daughter. Their daughter is married far away in Northern Anhui. His wife was also old and ill. The son had not fulfilled his maintenance obligations. The old couple thought of suing the court, but they were illiterate and inconvenient to move. They turned to the judge's studio in Suncun town for help. The staff on duty of the judge's studio reported this situation to Zhu Liangchao, President of the filing court of Jingde court. The next day, Zhu Liangchao came to uncle Liu's house to understand the situation. Zhu Liangchao called uncle Liu's son and patiently explained the truth from the perspective of law, reason and emotion. Xiao Liu said that he would go home to solve the problem of parental support at the weekend. Jingde is located in a mountainous area, which is very inconvenient for residents to travel. In order to reduce people's litigation burden and try to resolve more contradictions and disputes in the village and eliminate them in the bud, Jingde court successively set up judge studios in 10 townships in October 2013 to implement the system of "one town, one judge". Each studio is equipped with an experienced judge, who regularly goes to the judge studio every month to carry out appointment litigation services, circuit trials, publicity of the rule of law and other work, promote the local settlement of contradictions and disputes, and achieve "no small things out of the village, no big things out of the town". In order to prevent and resolve disputes from the source, in September 2019, Jingde court took the initiative to integrate into the construction of rural rule of law, selected 10 police officers as deputy secretaries of rule of law in 10 villages, and sank the focus of litigation source management to administrative villages. Since the implementation of the mechanism of "one judge in one town" and "one secretary in one village", the judge studio has received an average of more than 150 legal consultations every year and guided grass-roots mediation organizations to resolve more than 130 contradictions and disputes; Ten deputy secretaries of the rule of law have provided more than 500 legal advice to the masses, guided and participated in grass-roots mediation organizations to resolve more than 200 contradictions and disputes. Huang called more than 150 tea pickers from Shangqiu, Henan and other places to the tea farm. After simple training, he began to pick tea. The tea picker thinks that the growth rate of white tea is slow and the reward is too low according to the weight of fresh leaves. Three days later, the tea pickers collectively asked Chen to increase his remuneration. Chen believes that the tea picker is unskilled and the income is low. The two sides had a dispute and reported the case to the public security organ. Chen insisted that since the agreement has been signed, it should be performed in accordance with the agreement. Huang asked Chen to pay the initial expenses and increase the remuneration, otherwise he would no longer pick tea. After many unsuccessful mediation, the local judicial office invited judge Wang Yan of Jingde court's judge studio in Jingyang town to participate in the mediation. Although it was a weekend, Wang Yan immediately rushed to Chen's tea farm after receiving the phone call, explained the current situation of the tea farm to the tea pickers, and communicated with Chen how to protect the interests of the farm and tea pickers. Finally, the two sides reached a consensus that Chen immediately went to the bank to withdraw money and pay the labor remuneration of tea pickers. The group dispute was successfully resolved.
