The 2024 International Day of the Deaf Initiative for Barrier free Environment Construction and the launch ceremony of the Barrier free First Aid Platform, guided by the Health Commission of Heilongjiang Province, the Federation of Disabled Persons of Heilongjiang Province, and the Health Commission of Harbin City, was held on September 20 at the Harbin Emergency Center. Zhao Hui, Vice Chairman of Beijing Yizhong Public Welfare Foundation, mentioned in his speech that since 2021, the China Association of the Deaf and Beijing Yizhong Public Welfare Foundation have jointly carried out the construction of an accessible emergency platform and released the group standard "120 Alarm Service Standards for Hearing Impaired Persons". Under the guidance of standard work, accessible emergency platforms have been launched and opened in various provinces across the country. The foundation, in collaboration with Harbin Emergency Center, has successfully completed the construction of an accessible emergency platform. Harbin is the 58th city to have an accessible emergency platform implemented. The accessible emergency platform helps solve the problem of emergency reporting for hearing-impaired people. In case of sudden emergencies, it enables hearing-impaired people to quickly obtain timely and effective assistance from the local emergency center. The platform uses intelligent AI voice to text translation technology to enable hearing-impaired people to achieve high-quality 120 voice calls through mobile mini programs like ordinary people without changing the reporting process. At the same time, it can also transmit the precise location and emergency contact information of hearing-impaired people to the emergency center in real time. Sun Peng, Deputy Director of Harbin Emergency Center, demonstrated the specific operation process of the accessible emergency alarm platform to the public through on-site explanations, including how to search for the "accessible emergency platform" mini program on mobile phones to report, locate, and transmit information to hearing-impaired individuals. During the event, Liu Yukun, a Paralympic champion athlete and a member of the Beijing Model Biennial List, mentioned that the construction of barrier free environments is an important symbol of social civilization and a key task in promoting the development of the disability cause. It is not only the elimination of physical barriers, but also a breakthrough in psychological barriers. Two hearing-impaired individuals were also invited to share their experiences of sudden emergencies while living at home and emergency situations encountered while traveling. Due to their hearing impairment, they had to seek help from others to call 120 for help. One deaf relative also suffered an unfortunate case due to missing the best rescue opportunity. (New Society)
