The development proposals of China in the World Trade Organization have resonated with multiple parties

The General Council meeting of the World Trade Organization was held in Geneva, Switzerland from the 22nd to the 23rd. The Chinese side put forward a proposal at the meeting, calling on members to reflect on and improve the working methods of the World Trade Organization on development issues, give new connotations and impetus to long-standing unresolved issues, and provide practical and feasible solutions to address current challenges such as climate change, food security, and the digital divide. This is a concrete practice by China in implementing global development initiatives at the World Trade Organization, and the proposal has resonated with all parties. The Chinese side advocates injecting new impetus into development issues with new ideas. The proposal encourages members to adopt a "new perspective of the times" and re-examine long-standing unresolved negotiation issues from the perspective of new challenges of the times; Propose that all parties go beyond reiterating their positions and focus on the real problems faced by developing members; Encourage the adoption of a "progressive approach", focusing on specific problems to seek practical solutions and achieving results in the short term; Utilize the multilateral platform advantages of the World Trade Organization to strengthen capacity building and empower developing members to participate in negotiations through cooperation with other relevant international organizations; Adhere to the basic principle of "special and differential treatment" and actively explore independent and pragmatic solutions. Regarding the next steps of work, Li Chenggang, the Permanent Representative of China to the World Trade Organization, stated that China aims to promote reflection and reform work methods through proposals, in order to achieve positive results in the discussion of development issues at the World Trade Organization. The Chinese proposal has resonated with all parties, and more than 30 members spoke on site expressing their support. WTO Director General Ivira expressed great appreciation for the constructive views proposed by China, including that development is a horizontal issue and should be promoted to keep up with the times; While adhering to the principle of special and differential treatment for developing members, flexible and pragmatic methods can also be explored. Chad, the coordinator of the African Group, and Djibouti, the coordinator of the Least Developed Countries Group, have stated that the Chinese proposal emphasizes that solving development issues is the common responsibility of members, which is conducive to helping members think about reform and innovate their working methods on development issues, promoting balanced, coordinated, and inclusive global development, and striving to achieve development results before or after the 14th Ministerial Conference of the World Trade Organization (MC14). WTO members such as the European Union, Singapore, and Switzerland expressed support for China's proposal. WTO members attach great importance to development issues. The 13th Ministerial Conference of the World Trade Organization (MC13) reached the Abu Dhabi Ministerial Declaration, reaffirming the central position of development in the work of the World Trade Organization. MC13 also achieved partial results on the proposal of special and differential treatment by the Group of 90 and support measures for the smooth transition of graduation from least developed countries, reached a work plan for small economies, and approved the accession of Comoros and East Timor, two least developed countries, to the World Trade Organization.
