On July 20th, the 2023 Changbai Rule of Law Forum was held in Baishan City, Jilin Province. Li Yong said in his speech that the Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of Private Economy pointed out that private economy is a new force to promote Chinese-style modernization, an important foundation for high-quality development, and an important force to promote China to become a socialist modernization power in an all-round way and achieve the second century goal. It requires continuous optimization of the development environment of private economy and strengthening the legal guarantee for the development of private economy. The people's courts at all levels in the Northeast should conscientiously implement the decisions and arrangements of the CPC Central Committee, give full play to the role of the trial function, focus on fairness and efficiency, and continue to strengthen the construction of the legal business environment for private economy. We must adhere to fair justice, transform judicial concepts, and equally protect the legitimate rights and interests of various market entities. We must adhere to efficient judiciary, fully implement the concept of good faith and civilized law enforcement, improve the mechanism for market entities to treat and withdraw, and ensure the burden reduction and revitalization of private enterprises in accordance with the law. We must adhere to active justice, implement effective source of litigation governance, and ensure the high-quality development of Northeast China's economy and society through the high-quality development and service of judicial trial work.
