Once encountering an emergency, many residents have doubts about how to quickly find evacuation shelters and civil air defense projects around them. Recently, Luohe City, Henan Province launched the "Luohe Civil Air Defense Map" small program to solve this problem. In recent years, the number of evacuation shelters and civil air defense projects in Luohe City has been increasing with urban construction. However, many residents are still not clear about which evacuation shelter and which civil air defense project should be transferred to during the disaster. "Use information technology to open up the 'last mile' of civil air defense service management." After some research, the city's civil air defense department organized the development of a mobile phone application applet, so that citizens can open their mobile phones to find the nearest evacuation point and civil air defense project. Luohe Civil Air Defense Office sorted out the information of nearly 200 civil air defense projects and evacuation shelters in the central urban area, screened out four types of information, including location, area, number of people, and contact information, and provided them to technical developers, who were required to develop the "civil air defense map" small program according to the goal of "convenient, fast, and visual". After the initial formation of the small program, Luohe Civil Air Defense Office tested the small program by organizing air raid evacuation drills, volunteers' personal experience and other ways, and found more than 10 problems, such as the small number of third-party navigation software support, the difficulty in distinguishing the symbols of civil air defense projects and evacuation sites in the map, and the inconspicuous location of some sections, which were improved in a timely manner. They also developed the "I'll repair the photos you take" section in the small program to solve the problem of difficult supervision and maintenance of civil air defense equipment and facilities. When residents find that civil air defense projects, alarm facilities, evacuation signs, etc. are damaged, they can use their mobile phones to take and upload photos. The civil air defense department will follow the map to repair them in a timely manner. According to the leaders of Luohe Civil Air Defense Office, next, they will combine the spirit of the Twentieth National Congress of the Communist Party of China to study and publicize, as well as try to sound air defense alarms, approve civil air defense projects, and publicize public welfare activities, and do a good job in the promotion and application of small programs, so that the "Civil Air Defense Map" can enter thousands of households and play its due role.
