Cosmetics other than special cosmetics are ordinary cosmetics. Special cosmetics can be produced and imported only after being registered by the drug regulatory department of the State Council. Domestic ordinary cosmetics shall be filed with the drug regulatory department of the people's Government of the province, autonomous region or municipality directly under the central government where the registrant is located before being put on the market.
