In recent years, relying on the dominant position of the seller's market, the database relies on the monopoly position to make market-oriented profits. In fact, it has caused three dissatisfactions: the author is dissatisfied, the readers (users) are dissatisfied, and the academic journals are dissatisfied. The database has been contrary to the original intention of the state. First, it is expensive and difficult to obtain. The author usually plays the dual roles of data source and data consumer, but the absurdity is that the author has to pay for reading and downloading his works in the database, and there are many lawsuits for this. Over the years, due to the high cost, it is no longer news for academic institutions to unsubscribe from the database. It is generally believed that the academic public instrument of paper database has become a profit-making tool. Second, the repeated construction is serious, and the core journals are in flood. There are dozens of databases in China, but the number of academic journals is basically fixed, and the uniqueness of each data collection is actually very small. Why are there so many simple repetitions? The reason is that the database has drilled into the vacancy of the lack of evaluation mechanism of academic journals, acting as the evaluation subject one after another, publishing the so-called core journal catalogue and ranking. In order to cater to the preference of evaluation institutions, some academic journals even resort to fraud. Some academic institutions have to buy databases repeatedly in order to have a good place in the ranking list, which increases the financial burden and wastes social resources. In addition, each database has different Internet formats and standards of information retrieval means, which can not realize the sharing of academic journal information resources, which is not conducive to the development of academic research and industrial development. Third, disorderly competition and falling into "prisoner's dilemma". Compared with the strong database, academic journals are in a weak position, plundered content resources by the database at a low price, and become a "data processing factory". It is an important aspect to ensure the data security of our country. Now, in terms of basic scientific research data and intellectual property data, a war without smoke of gunpowder has begun - cutting off all scientific and research links is one of the means in international conflicts. This incident also sounded an alarm for China's scientific and technological information security. Assuming an extreme situation occurs, foreign scientific and technological literature databases will "choke" our country, and the consequences will be unimaginable. Therefore, we must plan ahead and actively respond to it from the height of national strategy. First, the database should be included in the management of public welfare undertakings. Scientific research output supported by public finance should be returned to society. Therefore, the construction of the database should not be completely completed by the market, otherwise it is difficult to realize the advantageous allocation of social resources and ensure the quality of products and services, which will eventually damage the interests of the public. Knowledge is the public instrument of the world. Only by creating a more open platform can everyone share the nutrition of scientific knowledge and achieve inclusive and inclusive development.
